Objective

    The Secretary Branch is the corporation's allocated branch, governed by the rules and regulations prescribed under the BPMC Act of 1949. The Secretary Branch shall put up proposals received from the Municipal Commissioner or any Councilor before the concerned committees.

    Prime Duties of Secretary Branch

    The Secretary Branch shall perform duties as directed under the BPMC Act with regard to the Corporation and the Standing Committee. It has custody of the municipal seal, which must be affixed to every contract executed between the party and the Municipal Corporation, witnessed by two Councilors of the Standing Committee. The branch maintains all documents related to the proceedings of the General Board, Standing Committee, and other committees.

    Further Relevant Duties

    The branch delivers agendas to Councilors at their last known address, specifies meeting details, and publishes General Board meeting notices in widely circulated newspapers where practicable.

    Keeping of Minutes and Submission of Report

    • Maintaining minutes of meetings for the General Board and committees.
    • Minutes are open for inspection to Councilors free of charge and to others on payment of a nominal fee.
    • Legal Committee minutes are only open to Councilors.
    • Inspection permitted only for the preceding 12 months.
    • Ensure smooth conduct of all meetings of the General Board, Standing Committee, and other committees.
    • Powers are vested as per the Bombay Provincial Municipal Corporations Act, 1949, Section 4.

    Branch Structure

    • Municipal Secretary as Head of Department, appointed under Section 45(1) of BPMC Act-1949.
    • Assistant Secretary, Section Officer, and Personnel Assistant work under the Municipal Secretary’s supervision.
    • 1st Grade and 2nd Grade Clerks serve as proceeding writers and record maintainers for all committees.
    • All subordinate staff must follow the Municipal Secretary’s orders.

    Authority

    The Secretary Branch is under the control and supervision of the Standing Committee.

    Functions

    • Receipt of Proposal: Receive proposals from departments via proper channels.
    • Prepare the Agenda: List proposals for committee agendas in the order received.
    • Resolution: Facilitate discussions and decisions in committee meetings.
    • Resolution Number Sequence: Maintain sequential numbering for resolutions annually.
    • Dispatch Relevant File: Forward approved resolutions to the concerned authority for further action.
